Empty message in situations involving Workflow Tasks with precondition but no predecessor

Issue/Introduction

U00001680 ??? ""

A message is missing. It should describe situations involving a Workflow Task without a predecessor (which is possible but serves little purpose) but still has a precondition.

The Task prevents processing and the following message is provided as status: U00001680 ??? "". It should say: "Checking Preconditions".

Note that the behavior of the Workflow itself is correct. The BLOCK status cannot be solved: The Task is waiting for a predecessor that does not exist.
