E03020054 error when changing properties of a project

Issue/Introduction

In the Administrator Tool, right-click on a project and selected "Properties". When changing to the display order of the states, and/or the access lists for the project and then saving these changes  you may see this error message:

"E03020064: The package named <package> is being used by <process> . Client: <client computer and pid> Server: <server computer and pid>”

What is causing these errors?

Environment

Harvest Software Change Manager v12.5 and higher

Cause

Any changes to a project when a user is performing a check in or check out inside that project will produce this error message.

Resolution

To avoid this error, schedule changes to your project for times when no other users – or at least fewer users – are on the system to prevent or minimize the possibility of a conflict.
