E03020054 error when changing properties of a project

Issue/Introduction

Logged into the Administrator Tool, he right-clicked on a project and selected "Properties". He made changes to the display order of the states, and the access lists for the project and when he tries to save these changes he is getting error messages:
"E03020064: The package named <package> is being used by <process> . Client: <client computer and pid> Server: <server computer and pid>”
and
“SCM Error” “Changing state display order failed. Please see output log.”

What is causing these errors?

Cause

Any changes to a project when a user is performing a check in or check out will produce this error message.

Resolution

The way to work around this is to schedule changes to your project for times when no other users – or at least fewer users – are on the system. This way you will be able to avoid such conflicts.
