SFTP_JAVA and FTP_JAVA prompts that use environment variables do not resolve

Java job fails.
After upgrading to AM v8.0.15 environment variables used in prompts no longer resolve for the SFTP_JAVA and FTP_JAVA jobs.
Environment variables are written to the pm file in the $AW_HOME/run directory and then set and exported when the job runs. JAVA jobs run through the RMI/AgentService process and do not execute a pm file. Environment variables were never intended to work within a prompt of a JAVA job. It is recommended that a substitution variable be used instead of an environment variable for all JAVA jobs, which will be evaluated when the JAVA job runs.
