SAP Job fails to activate Process Chain and aborts with U02004131 error

Issue/Introduction
Error Message :
U02004131 Process chain 'SAP_PROCESS_CHAIN' is already in process through RunID '12790325'
An SAP Job fails to activate a Process Chain, and then aborts with the the above errors.
Upon checking the AH and EH tables for the RunID referred to in the error (12790325), the Job with that RunID is no longer active (status of 1850) and is from a previous run of the same SAP job.
