USERID Start - No Start within .ini File is not used, the entries for blacklist and whitelist are ignored

The expected behaviour is:

userid-type = INCL only evaluates entries with "START" in the [USERID] section
userid-type = EXCL only evaluates entries with "NO_START" in the [USERID] section

That means that either a white list with "INCL/START" or a black list with "EXCL/NO_START" can be defined.
