Waiting Workflows in a status of WAITING_MAX_PARALLEL are not triggered to run if a parallel Workflow ends after a timeout of an external dependency. Even if there are no active parallel tasks, the Workflow remains in a status of WAITING_MAX_PARALLEL.
When Workflows with an external dependency and max parallel =1 are started simultaneously, the dependency is not evaluated correctly and both Workflows remain in a Waiting for end of parallel tasks status.
