UVC: Displaying Job Runs is slow and the Status are not accurate

In UVC, displaying the Job Runs may be slow when a large number of jobs are loaded.
The duration of loading 30.000 jobs may take up to 2-3 minutes instead of 1 minute that should be expected.
Also, some Jobs would not display the latest status (ie. displayed as Event Wait, whereas they were Completed).

Root Cause: Some security checks performed by the CDJ and queries performed by UVC were redundant and impacted the performances while displaying the Job Runs.
