FILE_CHANGED in File Event does not check Date created

In the File Event, FILE_CHANGED does not check the Date Created date, only Date Modified.

When a file is copied to a location, the Date Created becomes current, but the Date Modified does not change. 

The File Event is not triggered because it does not check Date Created even though in our documentation it says it does.

From the Documentation:

Under Windows, the creation date of a file changes when it is copied. The modification date remains unchanged. Therefore, the Windows agent retrieves both data and uses the most recent date for its check.
