CA HISRV error after an IPL

Issue/Introduction

After an IPL, or recycling CA HISRV we get the following messages displayed : 

NK8032 HIS INITIAL TOPOLOGY COLLECTION ERROR. H/W INTERFACE: BCPII 
NKAA70 BCPII TOPOLOGY COLLECTION ERROR: LIST LOCAL CPC NAME FAILED 

What's the cause of this failure and how to solve it?

Environment

z/OS any supported environmentCA OPS/MVS any supported release

Cause

The startup order of the tasks HWIBCPII and HISRV is important. If HWIBCPII isn't started, or received an error, this could end HISRV to have problems with the TOPOLOGY collection.

See if HWIBCPII did initialize correctly..

Resolution

If the HWIBCPII STC is still running check the errors and solve them.
After the correction:  

1. Stop The BCPii Address Space (HWIBCPII) 
2. Stop the HISRV Address Space 
3. Start HWIBCPII (S HWISTART) 
4. Start HISRV 

When the startup order is correct and you still get the error messages, please contact CA Technical support by opening a case.
