DB Utilities causing performance issues due to updates across all clients

When loading a transport case into a client within a system that has OBJECT_AUDIT and VERSION_MANAGEMENT enabled, there is a period of system slowness (also accompanied by a usage spike across all WP's). The logs will show for all clients:

This impact is greatly magnified if the transport case is being loaded into multiple/all clients.

Root Cause: The utilities during a transport case movement do not check for a client, but instead update all clients.
