Issue/Introduction

A process is able to create a new baseline revision without marking it current when no existing current revision is present.

Because of that, the baseline is not displaying some baseline information on tasks like  'Baseline Start' and 'Baseline Finish' attributes.

Example:

  1. Create a simple process that baselines a project.  The action should be:
    1. Baseline the project
    2. Create a NEW revision
    3. Mark revision ‘current’:  NO
  2. Run the process on a project with tasks but NO BASELINES

Expected Results:  Tasks displaying all baseline information.

Actual:  Task is not displaying all baseline information ex ('Baseline Start' and 'Baseline Finish').
