Root Cause: On OpenVMS only, the check of the permissions and owner of the files on the uproc directory was fixed on version 6.6.21, as a side-effect this operation when a lot of files were present on the folder, generated a lot of unnecessary cpu usage by the IO process.

Resolution
The solution is applicable to every OS starting on Dollar Universe version 6.7.21.
After upgrading, you shhould set the variable U_RESTORE_UPR_RIGHTS to N (disable) from the node setting to avoid high CPU usage by the IO process.
