Root Cause: The variable U_LIC_FILE that points to u_fali01.txt defined in uxsetenv_sapagt is pointing to a different file than /mgr/u_fali01.txt

Resolution

1/ Put the licence in the file that is defined in U_LIC_FILE

2/ Change U_LIC_FILE such that it points to the file that contains the license
