Description :Jobs can not submitted using a submission account where it's service it's stopped.
It is impossible to start the submission account service via the services.msc tool.

OS: Windows
OS Version: The issue may only occur on Windows 2003 with the flag /3GB

Cause

Cause type:
Other
Root Cause: The Windows 2003 servers with the flag /3GB on the boot.ini file have only 20MB of desktop heap size, which is a very small amount.The services can not start because the desktop heap size is exhausted.

Resolution

This is a system limitation and the possible solutions are
1. Stopping unnecessary services
2. Reducing to the minimum the submission accounts
3. Rebooting the Windows Server so it frees the Desktop heap size
4. Remove the flag /3GB on the boot.ini file
5. Recommended: upgrade to windows 2008 R2 or superior where this issue does not appear
