Root Cause: When Upgrading an UVMS cluster with external database, the user used to perform the upgrade must have the write access on the external database to perform the unidlt command in order to repair the data inconsistency

Resolution
Use an authorized user to perform the upgrade, also check in the table UNI_UV_NODES if all the unnecessary UVMS nodes have the value 1 in the IS_DELETED column
