Based on the document "Daylight Saving Time - A smooth transition to winter or summer time.pdf", specifically in section "3 General Rules/Behaviors", it is a normal behavior. The following is stated int he mentioned section
- If a job is scheduled to start and end during the virtual time range (between 2:00AM and 2:59:59AM), it will go directly in TimeOverrun at 3:00AM. Whether or not the launch is even created in the first place depends on when the launch is created and various factors: end time of the LW for the previous launch, serial/parallel. Ex: If the scheduled start time is at 2:30AM, it will go directly into TimeOverrun at 3:00AM. If a job that absolutely needs to run falls within the virtual time range, its launch window can be increased by at least one hour manually.
