Silent installation with "setup.exe -f properties" file returns immediately

Issue/Introduction

A silent installation of the System Agent done with "setup.exe -f <properties file>" returns immediately and the installation has not been done.

Environment

System Agent 11.3 SP7 on Win2008 R2

Cause

Problem was due to Windows permissions.

Resolution

Turn UAC OFF in Windows.
