IO in EXP crashes when SNMP Alerts are active

Description :The IO_X server on Windows 64 bit will crash if
1). SNMP v1 is used for the alert
2). and the "SNMP network coordinates" is unreachable,

To reproduce, define an alert to use SNMP and run a job. The IO will crash right away.
