The command uniinstaller does not accept an encrypted password file for the uvms login

Issue/Introduction

Error Message :
In case we launch the command uniiinstaller and pass as the parameter centralencryptpasswd a file, the command unims will fail.

Example of the error:

Error -2 decoding password 
Unable to get password in file: /tmp/cpf_38015 

UniViewer Management Server is not reachable.

Description :It is impossible to pass as an argument an encrypted password file for the command uniinstaller to install Dollar Universe.
