The command uniinstaller does not accept an encrypted password file for the uvms login

Issue/Introduction

It is impossible to pass as an argument an encrypted password file for the command uniinstaller to install Dollar Universe.

In case we launch the command uniiinstaller and pass as the parameter centralencryptpasswd a file, the command unims will fail.

Example of the error:

./unims -connectclear -login admin -pwdfile /tmp/cpf_38015 -mshost uvms_server -msport 4184 
Error -2 decoding password 
Unable to get password in file: /tmp/cpf_38015 

UniViewer Management Server is not reachable.

A new parameter has been added on the uniinstaller called centralencryptpasswdfile, that allows to pass an encrypted password file as an argument.
