For a SQL Job, in the SQL tab, both Column separator and Substitute character are filled with a "," (comma):

If a SQL statement is executed using those default values, the job does not finish and the DB Service Agents spikes to 100% CPU. The Job becomes unresponsive and must be canceled manually.

Root Cause: The SQL Agent gets into an endless loop if the Column separator and the Substitute character are the same.

Additional Information

Workaround :
Use another character such as the " ;" (semi-colon) for either the Column separator value or the Substitute character value.
