Some utility binaries are missing the owner execute permission.

The permissions show as:
 
-rw-r--r-- 1 v12 v12   28411 Aug 28 03:57 ucyblgmx
 
Instead of:

-rwxr-xr-x 1 v12 v12   28411 Aug 28 03:57 ucyblgmx
