uxrst CTL with LW is not working consistently close to midnight

The command uxrst CTL uses the parameter LW to set the launch window that is defined with the start time and end time (HHMM,HHMM).

However, this is not functional just before midnight because the window is limited and can only be set until 23:59.
If a job with a non-simultaneity condition is restarted just before midnight, the launch window may be too small and the job can go into a Time Overrun status.

Investigation

The command below passes without error, however it doesn't give the expected result. It sets the start date to 23:00 but the end date to 23:05.

./uxrst ctl upr=<UPR> MU=<MU> lw="(2300,0100)" 

Command:

uxrst ctl upr=<UPR> mu=<MU> lw=(2300,0100) step=00 nobypass ses=* since=(00/00/0000,0000) before=(99/99/9999,9999) status=* execinfo=* execsev=*

Workaround :
Use the Univiewer Console (UVC) to restart the job instead of using uxrst ctl.
