No authorization error on adding subscribe to PMDB

Issue/Introduction

Adding subscriber by sepmd command fails with following error:

$ /opt/CA/AccessControl/bin/sepmd -s <PMDB> <subscriber>
Failed to subscribe <subscriber> to Policy Model <PMDB>:
No authorization to access the Policy Model.

Cause

The error shows that the user who runs sepmd command doesn't have admin authority on the target PMDB.

Run sepmd command by a user who has admin authority on the target PMDB.
