If "Enable Rollback" is not selected the action works.

By default, "Enable Rollback" is checked in the Properties > General section of the workflow.  However, to perform a rollback additional permissions are required on the "backup" folder.  To resolve this, write access must be granted for the user logging in or another user with adequate permissions must be used on the agent backup folder.

Cause

Configuration
Root Cause: By default "enable rollback" is checked in the Properties > general section of the workflow. In order to perform a rollback additional permission on the "backup" folder are required.

Reference

This issue is also mentioned in the AWA 12.1 Documentation:

Installation Guide > New Installation > Installation Types > Installing the Agent for UNIX

The backup directory for the filebased rollback is automatically created when you start the agent. This directory is available for jobs and file transfers. You can define the path for the backup directory in the agent variable UC_EX_PATH_BACKUP. Note that for using the filebased rollback, you need the OS user under which the related jobs and file transfers are started, and write access to the backup directory.

Additional Information
