ifDescr field blank on discovery

Issue/Introduction

For some elements on the device the ifDescr field is not returned in the discovery.

Environment

6.3.X

Cause

Sometimes, getBulk for IfDescr cannot get all descriptions.

Resolution

Set "Discover - Recheck IfDescr for each element" in the discovery policy and rediscover the device
