RACF connector always creates user with CICS segment

Issue/Introduction

When creating an account on RACF using RACF connector with an account template configured with "NO CICS", account is instead created with CICS segment.

Environment

Identity Manager 14 SP1 on Windows 2012 R2 CA LDAP server 15.1 on Racf versione 7.9 on Z/OS 2.1.0

Cause

Problem in the RACF connector.
