eHealth reports no response to SNMP requests when trying to discover a SNMPv3 device.
While running through the steps in TEC519279 you receive success with step 1 but fail with step 2 and the result is port 4747 is unreachable it is likely that two lines are missing from C:\Windows\System32\drivers\etc\services:
Supported versions of:eHealth and Brassd
Manually edit C:\Windows\System32\drivers\etc\services and add the below two lines to the bottom of the file.
Once this has been done, restart the brassd service and rerun step two from TEC519279.
