XPSSweeper Crashes in MigrateServices() function

Issue/Introduction

When I run XPSSweeper, it crashes in MigrateServices()

Environment

Policy Server Version 12.51.0008

Cause

It was caused by double-release of object. Removed second release

Resolution

This issue is fixed in 12.52SP1CR06 and above
