In CA PPM 15.2 when trying to open some documents in the project collaboration tab, when using IE as a browser, you get an error

Steps to reproduce:
1. Create to txt sample files with name: teste and testá
2. Go to Home > Portfolio Management > Projects
3. Create a project and go to the Collaboration tab
4. On the actions menu, click on Add Documents
5. Add both documents created at step 1
6. You will now see both documents have been added to the Collaboration tab
7. Click on the first document called teste to open it.
8. The document opens fine
9. Click on the second document called testá to open it.

Expected Result: The document to open fine
Actual result: IE throws "The webpage cannot be found" error

This issue affects only CA PPM 15.2 and it is addressed in CA PPM 15.3

Here the URL constructed by CA PPM when trying to open the documents:

The error is caused by the accent being passed to the URL.

If the accent is removed form the URL, the document opens fine.

This is an issue in CA PPM 15.2 when Internet Explorer is used as a browser. Firefox, Chrome do not show this behaviour.
