DevTest installer loops in Windows 10

Installing on Windows 10 fails with the DevTest installer entering a loop.
The file extraction phase completes and then restarts.


The DevTest installer will attempt to create desktop icons during the installation process, and the Desktop is one of the folders that is protected by Controlled Folder Access. Since the icons are created by files that have been extracted by the installer, it is not possible to resolve this by adding the installer to the known program list


Windows 10 Enterprise or Professional with Controlled Folder Access enabled 


When installing DevTest on a Windows 10 Enterprise or Professional environment with Controlled Folder Access enabled the option to create desktop shortcuts at installation should be unselected.
The shortcuts can be created manually following installation since Windows Explorer is trusted by Controlled Folder Access
