Users with single quotation marks in their name cannot be deleted from OD Portal

1. Create a username with single quote embedded in user name (Ex: casupp'[email protected]
2. Assign the user to an Organization 
3. Assign the user to an Application (User will be assigned to the app without any issues) 
4. Try to un-assign the user from the Application 
XOG Calls 
• When user is assigned to an application for the first time the xog call is working as expected and is logged in Portal 
• When user is un-assigned from the application the Portal is adding escape characters to quotation marks in the XOG filter, which is causing an error 
Expected Results: 
User should be unassigned from the Application and be deactivated on the PPM side 
Actual Results: 
Error is thrown when trying to deactivate the user, not letting the user be deactivated on the PPM side
