Why NOTIFY is not processed when tracking is off on CA Workload Automation ESP Edition?

Issue/Introduction

When tracking is turned off by history archive job, following stopped working somehow: 
NOTIFYABEND FAILURE PREMEND EVENT(ESP.SNMP_ALERT)

Resolution

When the tracking is turned off by "OPER TRACKING NOSTORE" command, then the JOB activities (like JOB submission, JOB completion etc) won't be processed.

You can add DUEOUT EXEC for the history archive job, so that OVERDUE can be reported: Note: I presume the job normally should run less than 10 minutes.

JOB jobname
....
DUEOUT EXEC REALNOW PLUS 10 MINUTES
ENDJOB

Then NOTIFY condition OVERDUE will be detected.
