Issue/Introduction
A Database management solutions for DB2 for z/OS R17 and R19 has been installed and maintained by DXC. The SMP/e datasets(Global zone and few others are missing). Could you let us know if the SMP/e datasets can be recreated. If yes could you share us the process to recreate them?

Environment

Resolution
I am not aware of any way to rebuild part of a missing SMP/E environment from the other parts. If you had a full backup of all the SMP/E datasets you could restore the datasets. You would have to restore all the SMP/E datasets so that the environment stayed synchronized.
The other issue is when the backups if any were taken. You do not want your SMP/E environment out of sync with your Target Datasets e.g loadlib parmlib etc etc. This can cause all sorts of problem if SMP/E does not think a ptf is applied but actually it is applied.
As SMP/E is an IBM product i would suggest you verify what i have said with them also.
