What causes the following messages to be displayed?

TSS9123A - UNABLE TO OBTAIN SECURITY FILE ENQ. 
TSS9123A - SYSTEM xxx HAS HELD LOCK FOR xxx MINUTES

The most common cause is a batch job doing a lot of TSS administration (ie TSS LIST(ACIDS) DATA(ALL), WHOHAS commands, or a bunch of TSS commands). Other causes could be a backup being taken while some other type of commands are issued or a batch job running. We have also seen this message when one system has an abend and there are commands that need to be resolved.
