Inconsistent default user story schedule state

Issue/Introduction

When using a custom first schedule state, this schedule state is now always chosen by default depending on how the user story was created.

Environment

Component: ACSAAS

Cause

On many pages, the first schedule state is chosen based upon the configuration of the Team Board.  This can vary on a project by project basis so depending on how the Team Board is configured, the behavior may vary accordingly.

Resolution

To control the behavior, perform the following steps:

1. Click Track
2. Click Team Board
3. Click the "gear" icon at the top right

To add a custom schedule state,

1. Click "+ Add Flow State" at the far left
2. Enter a name
3. Choose the appropriate schedule state

To delete a custom schedule state,

1. Click the ellipses next to the flow state name
2. Click Delete
