Unable to access Sysview from Webcenter / OPSWEB

Issue/Introduction

Webcenter is active. The Sysview option appears on the left, but when I select the option, nothing happens.  
There is no response.
No errors appear in either the OPSWEB log or in the OPSLOG.

Resolution

Apply fix SO00957.
Should the problem persist, add the SYSVIEW hlq.CNM4BLOD  to the STEPLIB of the OPSWEB JCL.
