We have configured a template in Admin Console 2 and have created template filters. We do not see the template being applied.
The issue is that the template rules operate as an "AND" not an "OR".
If two mutually exclusive properties are used in the Template Rule, the template will never be applied.
For example, If we have two rules created where Label must equal "Main" and Label must equal "Secondary". The templates are set to match on ALL rules. And as such the template will be unable to match on any device as a label may only hold one value.
