R19 upgrade - Culprit abend S0C4 in module IGZCEV5

Issue/Introduction
We have upgraded our client's DEV CV environment from CA IDMS R18 to R19.
CA CULPRIT JCL that was working in R18 is now abending with a system 0C4 reason code 10 in module IGZCEV5.
Here is screen shot of an output job:

Cause
With RO71145 all CULPRIT modules now use LE Runtime only.
Resolution
Add the LE Runtime Library JCL STEPLIB and remove any COBOL ii Libraries.
