Issue/Introduction
Customer generated a model which has been upgraded to r8.6 from r8.0, she has generation error. We investigated the cause of the error and found that it was caused by failing to generate a procedure with a view with no attributes added.
Prior to upgrading, that is, in the r8.0 environment, no generation error occurred by turning off the consistency inspection option at generation. The generation process could be continued.

After upgrading, that is, in the r8.6 environment, even if the consistency inspection option at generation is turned off, generation error occurs and processing cannot be continued. She found that in the r8.5 environment as well as the r8.6 environment, a generation error occurs.
Starting in 85 we supported C servers being used as a service. The new code to support that feature is the code that rejects Server psteps that have import views with no attributes. So it is a consequence of that feature. We didn't document that change because in reality we don't document behavior that results from a consistency check errors.
