Applying PTF's RO96371 and RO99859

Issue/Introduction

I'm using CSM to get my CA Common Services SMP/E environment up to date for an upgrade to z/OS 2.3.  In the process, PTF's RO96371 and RO99859 would not APPLY.  I get the following error message from CSM:

A forward move to step CorrectiveApplySummaryProcessStep is not allowed. 

Environment

• Supported z/OS Environment
• CA Common Services r14.1
• CSM r6.x

Cause

PTF RO96371 is PE and PTF RO99859 has HOLD ACTION.  The following resolution was successful in APPLYing the PTF's.  

Resolution

The customer was able to use the following process to Apply RO96371 and then RO99859:

• Apply RO96371 first by itself. Since it is in error, it is necessary to check the ERROR box for RO96371 on the Finalize (1/1) step.
• Execute the "UCLIN" JCL as described in the RO99859 HOLD ACTION.
• Apply RO99859.
