change in storage mentioned in DC390020 and DC390007

Issue/Introduction
Since upgrading IDMS from release 16.0 to 18.5 or 19.0, There is a large decrease in amount of storage mentioned in messages- DC390020 and DC390007 at startup.
Since we made no sysgen changes related to pool size , why is there a difference?

Resolution
Due to new SCRATCH sysgen parameters, the Scratch area size is calculated and
allocated later in the startup process than before and not included in the DC390020 message.
DC390007 is built from this value plus the difference of DC390006 and DC390005.
The size and location of the scratch area can be checked with the
DCMT D SCRATCH command.
