In  SYSVIEW , I am  seeing:

CA Datacom/DB PTF RO96252

Resolution

1.Apply RO99516.   
2.Stop CA SYSVIEW. 
3.Start the Datacom MUF with DIAGOPTION 16,1,ON.  
4.Start CA Sysview.

 ENHANCEMENT DESCRIPTION:
 With CA Datacom/DB PTF RO96252 applied, CA SYSVIEW 14.02 DCTASKS STATUS now
 displays time duration values for "ACTIVE" and "NOT ACTIVE" tasks.
 This precludes SYSVIEW FILTER queries using NE 'NOT ACTIVE' from working.
 With this enhancement, MUF option DIAGOPTION 16,1,ON will cause those times
 not to be displayed.
