CA CSM flat file generation with only SMPHOLD

Issue/Introduction

Generated a flat file in CA CSM but the SMPPTFIN was not created, only SMPHOLD. 
 The summary says - Maintenance that will be included in the flat file (none).

Verify that the PTF's are not already received in the Global zone. They have to be in status 'not received' otherwise they will not be included in the SMPPTFIN.
