Who can make changes to the Top Secret DRC control option?

In order to make changes any Top Secret control option, including the DRC option, the user must have:
1. Permission to make changes to the Top Secret parameter file.
2. And the Top Secret 'CONSOLE' attribute, given via TSS ADD(acid) CONSOLE command.
Without permission to the Top Secret parameter file, the Control Options File can not be updated.
Without the CONSOLE attribute, TSS MODIFY commands can not be issued to dynamically change the DRC control option (or any other Top Secret control option).
