In the MSP New Driver, non-latin characters are replaced with question marks

Issue/Introduction

When exporting a project to MSP from PPM using the New Driver, non-latin characters are replaced with question marks. 

 

Steps to Reproduce: 

1. Create a project with a task using the Japanese alphabet (or Chinese, Russian...) 

2. Open it in MSP using the new driver 

Expected Results: Task name still shows in Japanese characters

Actual Results: The task name will show as ??????. If the project is saved back to PPM, those ?????? will be saved as well overwriting the original task name.

Environment

CA PPM 14.3, 14.4, 15.1

Resolution

This issue is fixed on CA PPM 15.1.0.3 and 15.2
