The EEM admin user's password was changed which requires a change to the WCC configuration. When attempting to update this password in the WCC configuration using the Configuration Batch Interface (wcc_config.sh), the utility hangs indefinitely.
The password for the WCC database user in Oracle had expired. This will cause the Configuration Batch Utility to hang. However, the error is visible when viewing the CA-wcc-services.log. Once the password was reset in Oracle, the problem was resolved with the batch utility.
