Question:

Is it possible to set OPTIONS(72) in the CA Top Secret parameter file to allow the ability to add a Master Facility (MASTFAC) to an SCA ACID and, after adding a MASTFAC to an SCA ACID, then remove OPTIONS(72) and have the SCA remain with the MASTFAC on it.

Yes. Once you assign the MASTFAC to the SCA ACID, you can remove OPTIONS(72) and
the SCA will keep the MASTFAC.
The only purpose of OPTIONS(72) is to allow a MASTFAC to be assigned to an SCA ACID . 
Once the command is complete, you can remove the OPTIONS(72) from the CA Top Secret parameter file.

 

Additional Information

To display the OPTIONALS that are currently set, issue TSS MODIFY and
look for OPTIONALS(...).
To set OPTIONS, you must specify the OPTIONS in the TSS parameter file
and do a temporary shutdown and restart of TSS to pick up the change.

The OPTIONS control option can NOT be set via a TSS MODIFY command.
