Issue/Introduction

Using bulk loader to load users from a CSV file containing special characters (such as French accents) does not load the special characters into Identity Manager.

Resolution

The default encoding for CSV files in ANSI and that excludes any special characters.  Use a csv file with UTF8 encoding to include the special characters.
