RC 32 on startup of Sysview for Db2 Data Collector.

Issue/Introduction

During initialization of Sysview Performance Management Option for Db2 for z/OS the
Data Collector (DC) started task fails with a Return Code (RC) of 32 without any other message.

Resolution

RC=0032 indicates an error with input parameters for the Data Collector started task.
In the present case it was a typo of DBLOA instead of DBLOC.
