Users with different profile in Portal and Client Tools

Issue/Introduction
When selecting user as Basic Role in Client Tool, the user yet having access to administrative menus in user console.
It's happening after upgrade from 12.5 to 12.6 sp5
Environment
CA Identity Governance 12.6 sp5
Cause
The cause of this problem is because in Administration / Settings / Property Settings, the attribute sage.security.disable is set as true.
Resolution
To resolve this issue, change the attribute sage.security.disable to false and recycle jboss
